I have the honour to report that, in view of the King's Proclamation of the 14th. September relating to trading with the enemy, the Chartered Bank of India, Australia and China and the Hongkong and Shanghai Banking Corporation have enquired of this Government whether they require licences, in virtue of the fact that their respective branches at Hamburg are being-carried

under the supervision of the German Government.

I shall be glad if you will be so good as to inform me by telegram of the Banks' position in this matter, as they are afraid that the point may be raised against them in an

action.
